Joan Richards Howard, 83, of Harpers Ferry, WV passed away on Wednesday, September 28, 2016 at the Hospice of the Panhandle Inpatient Facility. Born February 14, 1933 in Andover, Massachusetts, she was the daughter of the late Alfred and Anne Ospachuk Richards. She is survived by her son, Scott K. Howard and wife, Carrie, of Manassas, VA; daughter, Tracey A. Alfaro and husband, John, of Harpers Ferry with whom she resided; grandson, Johnathon; brother Robert Richards and wife, Lettie, of Bedford, NH; one sister-in-law, Rosalie Golan of Londonderry, NH; and numerous nieces and nephews. She was preceded in death by her husband, Kenneth Ronald Howard. Services are private with interment with her husband in Arlington National Cemetery. Arrangements are by Brown Funeral Home.Obituary
